This event is triggered:

• During a bootstrap process after writing keys.
• During a firmware update after clearing flash or in case of LWM2M_CARRIER_VERIZON after changing the preferred bearer.
• When the application calls lwm2m_carrier_request() with LWM2M_CARRIER_REQUEST_LINK_UP.
