Estimated TX repetitions.

If rrc_state is LTE_LC_RRC_MODE_IDLE, this value is the initial preamble repetition level in (N)PRACH based on CE level and network configuration.

If rrc_state is LTE_LC_RRC_MODE_CONNECTED, this value is the latest physical data channel (N)PUSCH transmission repetition level.
