Estimated RX repetitions.

If rrc_state is LTE_LC_RRC_MODE_IDLE, this value is the initial random access control channel (M/NPDCCH) repetition level based on CE level and network configuration.

If rrc_state is LTE_LC_RRC_MODE_CONNECTED, this value is the latest physical data channel (N)PDSCH reception repetition level.
