LE Rand.

The description below is extracted from Core_v6.0, Vol 4, Part E, Section 7.8.23

The HCI_LE_Rand command is used to request the Controller to generate 8 octets of random data to be sent to the Host. The Random_Number shall be generated according to [Vol 2] Part H, Section 2.

Event(s) generated (unless masked away): When the HCI_LE_Rand command has completed, an HCI_Command_Complete event shall be generated.
